Suggested Resolution
1) Verify that Grade Level Code is populated in the submission with the accurate values. See http://www.cde.ca.gov/ds/sp/cl/systemdocs.asp for the "CALPADS Code Sets" document. OR 2) If the SSID is incorrectly left blank for an enrollment update, populate the SSID field in the submission with the correct SSID
